Open Source, web-based Performance Management for the Public Sector
Fast to implement, easy to use, Excelsis PMF is web-based Performance Management software with modules for Plans, Actions, Indicators, Risks, Appraisals and Reports.
The software is available under an Open Source licence which allows you to add users as needed without having to pay additional fees. Typically the software is provided as a hosted service which is operated via a web browser and does not require input from overstretched IT departments. If you decide that you would like to have the system on your internal IT infrastructure it is straightforward to migrate to a Microsoft IIS & SQL Server environment.
There are annual upgrades of functionality which are made available under the Support & Upgrade package. The enhancements are developed with sponsorship by the users of the system and so Excelsis PMF keeps up to date with the latest demands of Public Sector Performance Management across the install base.

How am I / My Team / My Boss doing?
Check the dashboard of things you are responsible for and if there are areas that need attention, identify them early and take remedial action. Select a report template to run or create a custom report yourself. Search across all modules to collect together the performance information you need.
Plans
Templates for Corporate Plans, Department Plans, Service Plans & Cross Cutting Plans.
Pulls together the key performance information into each plan in a consistent manner. Web templates capture the Definition, Golden Thread and Context of plans plus their relationship with Actions, Risks and Indicators. Terminology can be amended across all modules to reflect the way you work and even the look and feel can adopt your corporate colour scheme.
Actions
Manage Projects, Tasks & Gantt Charts.
Track the progress of major Initiatives and Projects across the whole organisation, by plan, by outcome or by your own user defined basket of Actions. Identify problem projects early and take remedial action. Monitor and audit the creation, update and completion against plans and baskets of Actions. As tasks are updated, so too are the Gantt Chart timeline reports which are generated in real time using the latest up-to-date progress.
Indicators
Monitor National, Local, Aggregate, Financial, Alias, Bulk Upload & Baskets.
Highlights any critical areas that are in need of attention. Set targets, track progress during the year and assess performance against statistical neighbours. PIs are assigned to Plans, Actions and Risks across the system and can be configured to aggregate up from multiple geographic or organisational base indicators. Uploads and integration with back office and front office systems facilitates corrective actions by staff and management.
Benchmarking
Collaborate, Cross Agency, Pool Experience, Statistical Neighbours.
Review performance with other organisations as part of gathering information that will ultimately go towards building the national picture. Recognise trends, identify best practice and challenge the status quo in order to improve performance.
Risks
Build the Register, Assessment, Score, Category, Controls, Triggers, Impacts, Matrix & Bow Tie.
Capture and manage risk across the organisation by evaluating against your preferred profile matrix, scoring and categorisation. Check the effectiveness of Controls, assess the likely Triggers and gauge the Impacts to get a full understanding and be able to pro-actively manage risk.
Appraisals
Periodic & Annual Appraisals.
Cements the understanding of staff and management into the Performance Management Framework and monitors on a personal level performance against the overall objectives of the organisation.

Pre Decision Assessment - Demo / Trial
This is a mini project that is run with the Policy or Departmental Teams who want to assess the suitability of Excelsis PMF in our hosted environment, so not pull strain on the IT department. We spend some time with you reviewing your plans, talking through the issues you face and supporting you to build your own mini version of the system.
